Draft guidance on the percentage ingredient declaration of animal feed
The Foods Standards Agency seeks comments on draft guidance on the interpretation and application of the labelling of compound animal feeding stuffs by the percentage weight of inclusion of their feed material ingredients ('percentage ingredient declaration').

Energy Review Implementation - Nuclear Policy Framework Starting Date: 12th July 2006
Having reached the position that nuclear has a future role, we have developed a proposal for a policy framework under which developers will be able to make proposals for new nuclear build. We are seeking views on this proposal: A policy framework (including a nuclear "statement of need") in which national strategic and regulatory issues are most appropriately discussed through processes other than the planning inquiry. The planning inquiry should focus on the relationship between the proposal and the local plans, and local environmental impacts. The inquiry should weigh up these local issues alongside the national strategic or regulatory material considerations, which will already have been established. The inquiry should also examine the local benefits of the development and how specific local impacts of the construction and operation of the plant can be minimised. It is our intention that the framework will be published in a forthcoming White Paper.

Consultation on the WEEE Directive
The Government has today published its proposals for draft legislation to implement the WEEE Directive. This consultation seeks views of businesses, manufacturers, retailers, producers and enforcement authorities on draft regulations implementing Directives 2002/96/EC and 2003/108/EC of the European Parliament relating to waste electrical and electronic equipment. This consultation does not seek views on the provisions of the Directive itself but on the UK's proposed interpretation of it.

The Tools to Deliver Better Regulation
Revising the Regulatory Impact Assessment: A Consultation
The Better Regulation Executive is consulting on proposals to revise the Regulatory Impact Assessment process and has published 'The Tools to Deliver Better Regulation - Revising the Regulatory Impact Assessment: A Consultation'. The proposed revisions aim to increase the transparency of Impact Assessments so that the costs and benefits of new proposals are clearer and updated throughout the policy making cycle.

National minimum wage and the accommodation offset - Consultation on proposed guidance Starting Date: 14th July 2006
The document has been produced in response to a recommendation of the Low Pay Commission in their 2006 report to update guidance on the accommodation offset. The Government is seeking views on whether the guidance set out below explains the accommodation offset provisions of the national minimum wage legislation in a sufficiently clear and comprehensive manner to meet the needs of employers, workers and other interested parties. The Government welcomes views from employers, workers, trade unions, interested and representative bodies and individuals. The guidance relates to England, Scotland, Wales and Northern Ireland, except in so far as it refers to the Agricultural Minimum Wage. Separate Agricultural Wages Orders apply in England and Wales, Scotland and Northern Ireland. The amount that an employer providing accommodation can count towards national minimum wage pay is currently £3.90 per day (up to a maximum of £27.30 per week). For simplicity, in the guidance we have used the rates which will be applicable from 1st October 2006 in all our calculations. For the accommodation offset, this will be £4.15 per day (up to a maximum of £29.05 per week)

Representative actions in consumer protection cases Starting Date: 12th July 2006
This consultation document and draft partial Regulatory Impact Assessment seeks your views on the implementation of representative actions in consumer protection cases. This proposal was previously consulted on as part of the Consumer Strategy, published last June. This consultation seeks views on more detailed implementation issues. There are instances where a breach of consumer protection legislation affects a number of consumers in a similar way. These consumers are unlikely to pursue damages individually due to the perceived complexities of the legal system and their relatively low individual losses compared to potentially high legal fees. We believe that there may be a role for a consumer body, or similarly interested organisation, to bring a case on behalf of such a group in an attempt to win damages on their behalf. While we are keen to increase consumer access to justice we want to avoid exposing business to spurious or vexatious claims or unwittingly creating a compensation culture. The consultation therefore contemplates a number of safeguards. We would be grateful for your views on these proposals.

Draft voluntary guidance on the provision of allergen information for foods that are not prepacked
This consultation by the Foods Standard Agency sets out voluntary best practice guidance that can help make establishments selling or providing non-prepacked foods to consumers, aware of the potential problems associated with food allergy and intolerance.

Increasing the holiday entitlement - an initial consultation
The
DTI launched a consultation on the 13th of June on proposals to increase the statutory holiday entitlement from the current four weeks to 5.6 weeks (28 days for someone working full-time) to reflect the number of permanent bank and public holidays. The consultation seeks views on the benefits and impacts of these proposals, the timetable for introducing the extra holiday and what flexibilities would help to manage holidays more effectively.

Initial survey data suggests that smaller businesses may be particularly affected by these proposals and the DTI is therefore encouraging small businesses to respond to the consultation questionairre (10 questions) by the 22nd of September 2006.

Managing workplace transport risk - a route map from Start 5th of June 2006
HSE has been devising a cross-cutting guidance tool to help manage the risk involved in the use of workplace transport. They have called this tool the route map. Workplace transport is used in a great variety of situations but sadly remains the second biggest cause of fatal injury in the workplace. The control of risk in these circumstances is covered by several sets of regulations and many employers and duty holders find this confusing. Various guidance publications have been developed, some generic, some for specific procedures in certain sectors, but there is no clear cross-cutting guidance on driver skill and management. The route map will provide an easy to understand and readily accessible framework of current legislation, guidance and agreed good practice. It will set out alternative ways to comply where these exist, which should be particularly useful for small and medium enterprises which have many demands on limited time and resources. On 09 May HSC reviewed the HSE proposals and agreed to a full public consultation.

The consultation by the HSE sets out options aimed at increasing the quality and quantity of worker involvement in health and safety risk management by voluntary initiatives or by strengthening the legal requirements for consultation with employees. 24

Recent Energy Review Recommendations
The Government, in its recent Energy Review, set out recommendations on streamlining the planning process for all large electricity infrastructure projects. In addition to this the Government is setting out a proposed framework for the consideration of the issues relevant to new nuclear build and the context in which public enquiries, as part of the planning process should be held. This framework is to be set out in a White Paper to be published around the turn of the year. To support preparation of this White Paper the Government is now consulting on these proposals.

Impact of regulation on individual businesses
The British Chambers of Commerce (BCC) intend to publish a report in the autumn which will look in detail at the impact of regulation on individual businesses, this will tie in with the publication of the government's simplification plans which will in turn form part of the pre-budget report in December. The BCC would welcome robust examples from members in support of the argument for simplification. From these examples, they intend to produce case-studies for individual businesses looking in detail at how particular regulations are impacting on their ability to remain competitive. Can you please provide either a case study or a specific example of red tape/over-regulation to the Policy Unit at Liverpool Chamber no later than the 31st August 2006. Consultation on Aerosol Dispensers Start Date: 28 July 2006
Consultation on adapting the Aerosol Dispensers Directive 75/324/EEC.

This consultation document seeks your views on a proposal, recently presented by the European Commission, for a Directive on the adaptation to technical progress of the Aerosol Dispensers Directive 75/324/EEC (ADD). This Directive concerns the approximation of the laws of Member States relating to aerosol dispensers and their safety. Responses to this consultation will help inform the United Kingdom voting position and will also assist us in the preparation of a full Regulatory Impact Assessment in connection with the proposed measures.

Cosmetic Products (Safety) (Amendment) (No.2) Regulations 2006 implementing Commission Directive 2006/65/EC
Consultation on proposals to implement an EC Directive on the safety of Cosmetic Products, restricting the use of certain hair dyes. Please note that consultation is for one week only and closes on 7 August 2006. This because the Directive was published in the Official Journal on 20 July 2006 and has to be implemented on the 1 September 2006

Review of UK Assisted Areas. Stage 2 - The Government's Response and Draft Assisted Areas Map Starting Date: 10th July 2006
This document sets out the Government's response to the first stage the Consultation process of its review of UK Assisted Areas. It also includes the draft proposal for a new Assisted Areas map for the period 2007-2013. The new map will take effect on 1 January 2007 and will replace the current map which will expire on 31 December 2006. The review is in response to new European Commission guidelines on regional aid.

Child-resistant and novelty lighters requirements Starting Date: 10th July 2006
The DTI has opened a four-week consultation on proposals to implement the European Commission decision on child-resistant lighters and novelty lighters. The decision calls on Member States to put in place measures to prevent (as from 11th March 2007) the placing on the market of disposable lighters that do not have a child-resistant mechanism and all novelty lighters.
